THE EARL OF DUNRAVEN rose to call attention to the prevalence of contagious diseases in Her Majesty's Army, especially in India, and to move,— That in view of the Report of the Departmental Committee of the India Office of February 20, 1897, it is, in the opinion of this House, urgently necessary that an Inquiry be made into the effect of such diseases upon the Forces of the Crown, the civil population. And the native races within Her Majesty's dominions, and into the nature and results of the measures which are, or have been, in force in this and other countries for the prevention of such diseases.
