Frustrated by the delay, the media had been making wild speculations on what the White Paper was likely to contain. Similar guesswork pervaded the corridors of the North Block, which houses the Home Ministry and Punjab civil secretariat where anxious bureaucrats desperately went about trying to figure out what the document would finally contain, who will be blamed and made a scapegoat and, finally, will heads roll.
